Mr. Luthra is the Head of Special Projects in the Chairman’s Office at Reliance Industries Ltd. He has 30+ years’ experience in driving technology, innovation, risk management, strategic investments, and public policy initiatives. He is an engineer with an executive MBA in national security and counter-terrorism. Mr. Luthra has worked on key programs across all RIL businesses for the past 25 years and was part of the founding team at Reliance Retail, India’s largest retailer. He currently leads a Digital Platform team and setting up of path-breaking Joint Operations Centres. He is a member of the Investment Committee at Labs/02 Incubator, having made 15+ investments in early-stage tech startups in Israel.

Prof. Deeph Chana

Prof Chana has joined DIANA as its first Managing Director, bringing with him extensive experience of leading innovative science and technology research and development in academia, industry and government, focusing on global risks and next generation infrastructure security. He is joining DIANA from Imperial College London where he was Director of the Institute for Security Science and Technology and Co-Director of the Centre for Financial Technology within Imperial College Business School.

Prof Chana has consulted and lectured worldwide with businesses and governments on the nature and implications of disruptive and emerging technologies, and he has several decades of experience in technology entrepreneurship, covering a wide range of applications spanning quantum cascade laser detectors to materials science.

Established by the current Secretary General, Prof Chana was the founding Chair of NATO’s Advisory Group on Emerging and Disruptive Technologies and is currently a high-level science advisor to the UK’s Ministry of Defence.

Prof Chana holds MSci and PhD degrees in Physics from King’s College London.

Dr. Sameer Patil

Dr. Sameer Patil is Senior Fellow, Centre for Security, Strategy and Technology and Deputy Director, of Observer Research Foundation, Mumbai. His work focuses on the intersection of technology and national security, including cybersecurity. Dr Patil also serves as India Commissioner for the Global Tech Security Commission, set up by the Krach Institute for Tech Diplomacy at Purdue and the Atlantic Council. He has previously worked at the National Security Council Secretariat, Government of India and Gateway House: Indian Council on Global Relations.

Dr Patil is the author of Securing India in the Cyber Era (Routledge, 2022) and has co-edited Moving Forward EU-India Relations: The Significance of the Security Dialogues (Edizioni Nuova Cultura, 2017). He has PhD and MPhil in international politics from Jawaharlal Nehru University, New Delhi. He has participated in several Track 1 and Track 1.5 dialogues. He is the recipient of the Australian Government’s prestigious Canberra Fellowship.

Lt. Gen. Ravi Sawhney

Lt Gen Ravi Sawhney retired as the Deputy Chief of the Army Staff. He also held the position of Director General of Military Intelligence. He is a post graduate in Defence and Security Planning from the Royal College of Defence Studies, London prior to which he attended Defence Services Staff College at Wellington and Long Defence Service Management Course at the College of Defence Management, India.

During the Army service of approximately 40 years, he has held important appointments in staff and command of different combat units and field formations. Post retirement, he was deputed by the Government of India to monitor the situation in Afghanistan, a country which he has visited almost every year since 2002. He is presently a Senior Fellow & Center Head for National Security and Strategic Studies & Neighbourhood Studies and Internal Security Studies in Vivekananda International Foundation, an important ‘think tank’ in New Delhi, comprising retired senior officers of Armed Forces, diplomats, intelligence officers and civil servants.

Rakesh Asthaana, IPS

Mr. Rakesh Asthaana, IPS, is the former Police Commissioner of Delhi. Prior to that he headed the Central Bureau of Investigation as a Special Director. He has also served as the Director General of the Border Security Force and the Narcotics Control Bureau.

Widely experienced, Mr. Asthaana investigated the Fodder Scam, a corruption scandal that involved the embezzlement of roughly ₹9.4 billion in Bihar.

He is from the 1984 batch of Gujarat cadre Indian Police Service and has served as the Police Commissioner of the Diamond City of Surat, which has the distinction of being the first city to have the widest video surveillance system in the country, where he set up the first hi-tech police control room in 2014.

Currently he is the Group Head Corporate Affairs and Business Advisor at Religare.
